Economic downturn leads to increased risks for social welfare organisations


It takes effect from April 2010 for NHS trusts and 1st October 2010 for adult social care and independent health providers.

Day care will not be part of the CQC remit.
 
Requirements:
·         Re-registration by all existing providers (including NHS trusts) even though already registered under the Care Standards Act 2000
·         New declaration stating compliance with all of the essential standards of quality and safety
·         Focus on people and outcomes - - - - not policies and systems
Inspections / Visits
After 1st October 2010 the CQC will have a new system of inspection involving:
·         Unannounced visits
·         Focus on care rather than meeting inspection requirements
·         A wide range of people will be consulted about the service
·         New enforcement powers will be used where there is a failure to meet essential standards of quality and safety
From April 2010 until 1st October the CQC will:

·         Handle new provider and new manager applications

·         Undertake key inspections for social care providers of all types

·         Waive annual service reviews or annual submissions as this will be included in new applications for registration
